Can't SSH to Ubuntu VM after restart

I created a Ubuntu 12.04 LTS and installed some software. After a restart, the Azure portal shows the machine is running. However, it won't respond to SSH.

iMac:~ pablo$ ssh azureuser@xxxxxxxx.cloudapp.net
ssh: connect to host xxxxxxxx.cloudapp.net port 22: Operation timed out

I made sure I was using the portal SSH endpoint exactly as shown. It also continues to show port 22 after restarts.

I have tried restarting it again, as some other answers suggest, but to no avail. 

The private IP it shows now is 199.66.32.134. Please help!
