Enabling turbo boost on D1 v2 VM

I have provisioned a D1 v2 vm, which should support Intel Turbo Boost. I have run the following commands:

Powercfg -setacvalueindex scheme_max sub_processor PERFBOOSTMODE 1
Powercfg -setactive scheme_max

Powercfg -setacvalueindex scheme_current sub_processor PROCTHROTTLEMIN 100
Powercfg -setactive scheme_current

However, the CPU clock remains at 2.4ghz and does not increase under load. Have I missed something?
