Unable to Create VM, Select Image can not be used for deployment currently

I am attempting to create a VM in classic mode for Server 2012 with SQL server, however I am getting an error every time I try. The error is that the Image can not be used for deployment currently. Any ideas on how to get past this error? I have tried other versions of the SQL image too with the same error.
