static instance IP / DNS

I have two (classic) VMs in a CloudService for which I enabled "instance IP". For parallel deployment I use a script where I can enter the IP adresses of the VMs for which this deployment-script shall be executed. This works fine. But from time to time I stop and start my VMs, so their instance IPs change.

Is there a way to have "reserved instance IP" for my VMs?

Alternative: Does internal DNS names exist for my VMs which can be accessed from outside? I think there is something like <InstanceName>.<Cloudservice>.fX.internal.cloudapp.net - but I don't know how to find out the correct internal DNS names for my instances and I don't know if they will stay alive after stop & start my VM.

Or is there any other solution to have a fixed IP / DNS for my VM which can be used even if I stop & start my VM?
