How to create a VPN VM with routing and also use that VM as a webserver

Hello,

I am trying to create a VPN in Windows Azure on a Windows 2008/2012 VM and connect from outside for private internet usage in public places. I would also like to use that VM as a HTTP server visible from outside.

Can anyone point me to a tutorial?
