Can't access after shutdown

Hi, 

Created my first Azure VM yesterday and at the end of the day I shutdown Windows (in the VM) and then shutdown the VM in the portal, basically trying to stop charging being applied. 

This morning I have restarted the VM in the portal but the the Windows machine is not available, presumably because Windows is shutdown.  

Anyone care to point out the obvious?
