SQL Server 2012 Standard on Windows Server 2012 VM Image Local Administrator User Configuration Issue

I have installed SQL Server 2012 on Windows Server 2012 from an AZURE VM Image.  The initial administrator user login works fine.  I have created a second user account and assigned it as part of the Administrators group.  This second user account called "QA_Test" clearly does not have Administrator permissions. 

I have an SSIS package that is stored locally.  The Default USER LOGIN administrator will run this SSIS package perfectly.  The SSIS package authenticates with SQL Login to a SQL Database on Azure.  When I login as QA_Test,  the package immediately fails due to 'Access Denied" or Authentication failed to the remote sql instance.

Also,  I simply try to change a directory from "Read Only" and I'm prompted that the user needs Administrator privileges to complete the action.

It would appear my newly created user account has only standard user permissions.  How can I resolve.
