Need to Stop, Remove then Start VM-Possible?

For SharePoint dev use, we would like to create VMs, build SP farm, then Stop, Remove (thus stopping charges), then Start again when we're ready to use again. Hands-onLab: Build SP Server 2013 in the Cloud using IAAS works well except for this step. Start-AzureVM gives Error 400 Bad Request. 

I am presenting on this to user group tomorrow (60 people signed up)! If this is supported behavior could somebody quickly let me know? I know I was able to do it in December 2012 but maybe Microsoft has taken away this functionality now and Lab has not been updated. . . .

PS. Every step in this lab except the "re-provisioning" step works, but, of course, if re-provisioning doesn't work there's no point in our using Azure as SP dev platform since no way devs can pay for continuous use. .
