Sysprep does not preserve time zone

I have been capturing VMs to create templates but have noticed that the time zone is not preserved. Is there a way to preserve this for Azure instances? It seems that there is no way to avoid this capturing through the Azure portal. I set up a VM from a Windows Server template and the time zone is UTC Coordinated Universal Time. I change this to UTC Dublin, Edinburgh, Lisbon, London and tick the box to automatically adjust clock for daylight saving time. After capturing, I create a VM from the image and the time zone has reverted back.
