change in outbound traffic

Up until last week we had an voip app running on an azure vm then all of the sudden the rtp traffic stopped. The vendor carrying rtp is level 3 after working with the originating vendor NexVortex  and level 3 they concluded that the traffic is being blocked outbound. I have verified from the wiresharks on the vm that audio is being transmitted just that its not getting past the wan of azure. I have the correct ports on the endpoint and in the windows firewall , also another vendor whom does not farm out the media portion is working correctly. have any changes in regards to level 3 that would have cause this to occur.  ie the new partnership with azure?
