Changing VM Region and Activating Azure w/ MSDN

Hello,

1. Can someone please tell me how do i change the Virtual Machine Region for ex: East Asia to East US, i can understand it's not possible to shift the actual server but i guess it would be a good option to change only the IP address.

2. My credit $150 is about to expire in 5-6 days time, how do i increase my credit or is there a way to activate my another MSDN Subscription and use it on my existing activate Azure Account.

3. Is it possible to transfer my credit $150 to my Bank Account, if so, please do let me know the steps involved
