Problems connecting to ports/services in Windows Azure Virtual machine

I have created a new public virtual machine(Windows 2008 R2). Everything works fine and I can RDP in on 3389. I can telnet over internet on this port as well. I have shut down the firewall in the VM completely.

The problem I have is that I cannot connect to any other port that I open as per below. The goal I have is to connect to a fileshare over internet on the VM. If I try to telnet on any of the ports below except 3389. I have also changed size of the VM to see if that could help and rebooted the VM several times.

Am I doing something wrong? Shouldn't open the endpoints as below be enough to allow traffic on those ports? I have tried using the host name and IP both.
