Oracle Linux VM - SSH down

Hello

I have an Oracle Linux VM (6.4) provisioned.  This was a fresh provision.  I was able to SSH into it and did a yum update and installed vncserver with yum.  I then went ahead a did a reboot of the VM (from the command line) and subsequently have not been able to get back in.

I have:

1.  rebooted the VM multiple time from the Azure Portal

2. shut down the VM, waited and then restarted - again multiple times

3. Deleted the VM, the cloud service, etc. (but not attached disks) and recreated the VM from the attached disk

4. Gone through multiple posts on this issue

Nothing has worked.  Have gone through many other threads with the same issue - which is where the previous ideas came from.

One thing I notice is that in the Dashboard for the VM, it says running but the host name and the cert. thumbprint are blank.  I have had this problem several times above and whenever host was blank I could not reach the VM.  Usually I have rebooted multiple times and eventually it has come back.  This time over the course of 4 - 6 hours no luck.

Also - when I provisioned I did both a password and a cert which I uploaded.  Port 22 is open.  I tried changing it to something else on the public side and back again on the hopes something had gotten whacked on the back end.  No luck.  When I do an nmap on the VM I do not see port 22 open - every port is filtered, i.e not accessible.  I also deleted Port 22 and recreated.  I also tried to add an FTP endpoint just to see if it was the SSH daemon.  Connection timed out on FTP. 

Getting desperate!

I am evaluating this for an upcoming project but I cannot have these issues in production. Anyone with any other ideas.
