Can't connect to rdp after shutdown from management portal

HTTP (80) works fine but i cant telnet to 3389 (or other ports public mapped to local port 3389) and i can't user rdp (mstsc).

Any help, i can't wait it's my developer env. i seriusly stuck. Help pls :).
