I can't connect to IIS on Azure Virtual Machine and what is the Remote Subnet for an ACL entry?

I know this is a duplicate, and I am going to reread the 5 articles suggested above, but in the mean time I will ask the question because I am stuck on one thing.

I added an endpoint for port 80 and opened up the Firewall for inbound and outbound on port 80, and it still didn't work.

I read about ACL entries, and what I do not understand is what do I put in for the Remote Subnet for an ACL?

I have searched and not found any information as to what do I put.

I found examples of an ACL, but all had end points such as 175.0.0.0, or 69.0.0.0, but I have no idea what end point do I need to allow port 80 through?

Thanks for any help, I think this is an Azure issue, because I have setup IIS numerous times and not had this problem, but since I moved to Azure my website is down so any help is greatly appreciated and I will even name a hospital after you one day if you can help me solve this.
