Ping fails with public ip, but RDP works. Firewall for port 80 is open. Why I cannot connect to server?

1) I have installed Windows Server 2016 server. It has static public ip. NSG is open for 80. Ping to server fails with public ip, but I can login with RDP. Why this occurs?

2) I have ODBC connection inside Windows Server. It works with locahost, but it does not work with public ip. Why?

3) I have ODBC connection in Remote PC. It does not work with public ip. Why?
