want convert a vhd to a VM (linux)

we want to convert a vhd to a VM (Iaas).  this VM is a linux. 

Should the NIC be set to dhcp before we convert it to a VM? Or should we set the IP as static  before or after converted to a linux VM?

Are there any other configurations we need to consider?

Once this is converted how do we set the CPU, RAM, and Hard Drives on this linux VM in the ARM?

Note- this is a vhd provided by the vendor.
