Support services and hardware information of RDMA support VMs

I am trying to know more information about those RDMA enabled VMs (like H serial or A8, A9) provided by Azure.  Below are the questions I have.

1. What is the NIC card used by the host of those VMs, whether they are Mellanox card or Intel card. Moreover, due to I hope to do some time synchronous experiments. I wonder whether the hardware time stamp function is enabled on those cards and can I use those through those VMs. For example,  whether I could run the PTP protocol with hardware time stamp enabled.

2. Whether I could directly use the RDMA over Infiniband through APIs from some libraries like IB-Verbs but not through MPI.
