Azure Static vs Reserved IP - Service name

Hi,

1. It looks like reserved ip is a static public address whereas static ip is a private address in azure, is that correct? All I need is a static public ip that can connect to the internet, but once I changed my VM's dynamic ip to static, it assigned me a private ip and I can no longer Remote Desktop into the VM.

2. Hence I am trying to associate a reserved ip (already have one) to my Azure VM but the Poweshell cmd needs a "service name". Is it a cloud service name or something else? I do not have a cloud service setup.
