VM - on BRAZIL

Hi,
We are planning to create a VM to host a online platform on Brazil.
When I try to create a VM I don't see any "South America" region. To avoid long latency access issues, can someone explain me the best approach to create a VM to host a heavy WebApp on Brazil?
