Running Full Windows OS on Azure

Hi,

This is an odd request.  I have done some Google-ing (and Bing-ing) and cannot find any article on this subject.

I am the IT admin for a firm of 30 employees.  My dream is to run copies of Windows 10 in azure VMs and have my employees log into the VM's from thin clients running RDP or Hyper-V, whatever is appropriate.  I would like these VMs to act as if they we're full OS's.  Install office, run some Citrix programs our manufacturers use, run some Java based applications, etc.  Even to the point of installing Google Chrome, Firefox, ect.

The Azure business model and pricing is not set up to make it clear what level I would need to pull this off.  In fact I'm coming to believe this is something that Microsoft won't allow. 

As for usage, I can expect to have 20 employees logged in during normal business hours.  Currently we run 2 year old I% machines with 8gig of ram.  This is mild overkill, could probably live with i3 and 4 gigs for our office needs.

I guess I am looking for confirmation that this is even possible, and if so what Azure level should I start out with to start spinning up my machines.

Any help/advice is appreciated.
