How do I create a new VM from a .vhd file which is uploaded to a container in the NEW portal?

I've been trying to create a new disk and/or a new VM from an existing .vhd file.

In the New Portal there is NO option to create a new disk from a current file. I've checked under Virtual Machine and OS Disks. 

I then tried to do it in the old portal, but I think it doesn't see the container in the new portal which means I can't use the uploaded blob.

Is this feature available??
