RDP to Azure VM: Can't connect from work network, can from home

I am unable to connect using RDP to any VM I create in the Azure cloud, from my work network (which is hosted by Avanade, also in the cloud).  I can connect via RDP when I have my (same) laptop on my home network.

Error message: "Remote Desktop can't connect to the remote computer for one of these reasons:" ...

I've spent the past hour scouring the internet and stackoverflow entries, so I've tried all these things:

  1. Changed what port is used, both by the RDP client and the Remote Desktop public endpoint configured on Azure. Nope.
  2. Created a new VM. Nope.
  3. Changed the RDP file to use the IP address instead of the *.cloudapp.net address. Nope.
  4. Rebooted VM. Nope.

I worked with tech support for my work network. We were able to verify (using telnet, etc) that neither our network firewall nor our proxy was refusing my connection attempts.  Actually, it appears that Azure may be actively refusing my connection attempts from my work network. He mentioned something called a "cloud shield", which prevents cloud-to-cloud connections.  Is Azure employing something like this, that is preventing my access from my work (Avanade cloud-hosted) network to the Azure (cloud-hosted) network?
