Can an Azure CPU core provide CPU capacity equivalent of one physical core of an Intel Xeon processor with hyper threading enabled?

Hi 

My current Server spec is like below.

1 Intel Xeon CPU with 4 Core, 

16 GB memory.

It seems A6 has similar spec, but I am not sure an Azure CPU Core provides CPU capacity equivalent of one physical core of an Intel Xeon processor with hyper threading enabled.

Could  anyone help me to answer this?
