How are unused reserved IPs billed for?

"Please clarify Unused Reserved IP. 

I am yet to create a reserved IP, I need to to know whats your definition of 'unused' as I might get billed for it. I have msdn license-ultimate, that means I can have 20 reserved IP for free? My understanding of reserved IP is you allocated a reserved IP to a vm and then deallocated it from it,is this correct? 

I have Visual Studio Enterprise with MSDN (VL) subscription so not sure how many reserved IP I am entitled to. I need a organisational virtualmachine where multiple people can login, what type of license do i need."
