"Local Security Authority cannot be contacted" when attempting to create VMs from an uploaded VHD

I created a Windows 8.1 VM so that I could upload the VHD into Azure, set my local admin account to "password never expires" followed the steps at http://www.windowsazure.com/en-us/manage/windows/common-task… and uploaded it successfully.  I was able to provision new VMs using this new image.  However, after about a month (42 days, perhaps?) I can no longer login to new VMs that I provision using the image. 

"An authentication error has occurred.
The Local Security Authority cannot be contacted

...This could be due to an expired password."

When I exported the VM and mounted it locally, I saw that the local admin account has "password never expires"

What steps do I need to take to ensure that I can upload a VHD and continue to provision new VMs out of uploaded VHDs?
