Unable to access affinity group storage account when creating a Virtual Machine

I've got access to 2 subscriptions:

One for production and another for non-production environments.

In the production environment we have created an affinity group. Within the affinity group we have created storage accounts. When I create a new virtual machine I am able to select a storage account created within the affinity group.

In the development environment we have also created an affinity group. Within that affinitiy group we have also created storage accounts. When I create a new virtual machine I am not able to select a storage account created within the affinity group. I can create a new storage account within the affinity group, but am unable to create a virtual machine or disk image using the affinity group storage account.

I'm a co-administrator for both subscriptions. Any ideas on what could be causing the issue or how to resolve it?
