Not able to load IIS Default Webpage using Public IP (Firewall Disabled , Endpoints Configured , ACL has Permit for 0.0.0.0/32)

Just Created A vm BASIC one on Azure , installed IIS to default settings on , then i checked local host test page with internal Ip it works.

Then Created the Endpoints Rule VIA Windows Azure portal to allow port 80 (http) and port 443 (https) on enabled.

Now i was able to see the test page via public ip of the vm in browser in RDP.
Windows Firewall was in default state(World Wide HTTP Traffic in allowed ) and then When i tried to access the website via browser outside RDP i am getting timeout.

Then I Disabled the Windows Firewall and then also tried to access , still connection time out ?

Am I missing Something ? This is bugging me since more than a day ?
