Building a development virtual machine for team members

Hello!

I would like to setup a VM on Azure that has Visual Studio and all of our developer tools (browsers, etc.), so that our developers can login remotely and develop on the VM via remote desktop.  I was wondering if anyone had any experience in this area.  Specifically:

1.  Is there a way to "lock down" the machine, so that each time the developer logs into the machine, the state is reset to "perfect" every time?  I would ideally like to create the perfect environment, so that each time a developer logs in - it's perfectly fresh, and has not been affected by anyone else.  Essentially - each time a developer logs off, any changes they made to the machine should be discarded (they will have to Shelve or Checkin to TFS any code changes to avoid losing them).  Does anyone know how to do that?  Any other considerations or other ways to think about doing something like this?
