Problem with VM in USWest for a particular account

I have 2 accounts with microsoft azure (one for testing and one for production). 

For some reason creating a vm and using it in the production account is significantly slower but only if I created the VM in US West.  Creating a VM in either account  or USEast account  is quick and painless.

Additionally once the machine is created it is very slow, a 4 core 14gb vm would act like a shared core 1.5gb.
