Create Win8 VM

Hello,

We would like to create a VM that customers around the world could use. People is used to manage Windows OS so my question is could we create a Win8 VM in Azure? If not, which other option could we have for our customers?

Customer would use this VM to navigate through Internet and run 2 differents softwares like 8x8.
