20 Core limit error message even 20 cores has not been used

Hi

I keep getting this error when trying to create a new VM from one of my saved images.

I Even deleted some VMs to free up even more cores. But that didnt help.

Am I facing some eventual consistency problem here. The deleted VM doesnt show in the list of VMS. Butthe error keeps telling me I have used 18 cores whent trying to add an A3 4 core VM.

Any solution to this problem ?
