Azure 'Instance-level Public IP Address' needs to remain static

Hi,

I am new to Azure and love it!...   I recently created and assigned an 'Instance-level Public IP Address' or 'PIP' to a VM in my Azure virtual network using PowerShell.  Everything seemed to go well.  The public IP address was assigned and I was able to use RDP (and do other things) with this new public IP. Yea!  However, after I shut down my VM for a little while and then restarted the machine I noticed that the Public IP Address had changed.  It does not appear to be a 'Static' public IP address. 

Is there anyway to make the PIP be static so that we can be assured the public IP address is the same after reboots?  This is critical since we have external DNS records pointing to these VMs using their PIP address.  We realize that we are currently limited to five (5) PIPs per Azure subscription. So, we understand that they are limited resources...

Any help on this issue?
