What is wrong with my FTP configuration?

Hello All,

I'm trying to configure some sort of secure FTP solution using IIS7 on my Azure VM.  I configured IIS to where I can connect using a client installed on the server.  Explicit FTP over TLS (Active).  

When I attempt to connect from the outside I get the following...

Status:Resolving address of #####.cloudapp.net
Status:Connecting to #####:21...
Status:Connection established, waiting for welcome message...
Response:220 Microsoft FTP Service

Response:234 AUTH command ok. Expecting TLS Negotiation.

Response:200 PROT command successful.
Status:Connected
Status:Retrieving directory listing...

Response:257 "#####" is current directory.
Command:TYPE I
Response:200 Type set to I.
Command:PORT 10,62,73,37,243,104
Response:501 Server cannot accept argument.
Error:Failed to retrieve directory listing

I'm not very familiar with FTP so I'm not sure where to go from here.  Thoughts?
