What is the difference between Start-AzureVM and Start-AzureService?

Hi! I'm using Start-AzureVM in a runbook to start my VMs. Now I wonder if I can do the same using Start-AzureService.

Is there any difference in using Start-AzureVM and Start-AzureService? What is the preferred way?
