Virtual Network down or just an outage issue?

I am several VMs in a virtual network, one of them an AD Controller.

After the outage, 2 of the VMs restarted fine and I can connect to them.  I cannot connect to other VMs that were off during the outage and recently restarted.

I have tried connection via the Virtual IP from the Internet and get this error:

If I connect to another VM that is on the Virtual Network and try to connect via the internal IP address, it gets an error saying it cannot find the server.  Pinging the server does not work either.

I'm not sure if this is a Virtual Network issue caused by the outage or something else.
