FTP Connects but fails to list directory in Filezilla

I have a VM humming along and Windows Firewall is totally OFF

I setup an FTP site in IIS using my assigned Public IP.

Using Filezilla I can connect to it externally fine but then it pauses and throws an error saying,

Connection timed out
Error:    Failed to retrieve directory listing

I cannot see what the issue is.

I have an EndPoint FTP setup on Port 21

Any ideas ?
