Australia Geo Location Live but VM creation fails. D1 plans and SSD storage unavailable?

I am trying to create a basic Windows Server 2012 R2 VM in the Australian location.  I am trying to use the D1 plan, to access the "60% Faster CPUs" (and useless SSD temporary disks).

When I try to create the virtual machine with the new "Preview" interface, the process creates the virtual network, storage and groups, but simply "fails" to create the VM instance.

When I try to create the virtual machine with the older "portal" interface, I am told "the pricing model you chose on the previous step is unavailable" and the "quick create" option doesn't show Australia in the list of available locations at all.

When will the faster CPU machines be available in Australia?  Why was there no mention of the missing services, when "General Availability" was announced for our region?

FYI: the pricing page DOES show the D1 pricing for Australia, as it will apply after the introduction period.  So it's obviously been planned, but I'm guessing either Australia has been provisioned using only the ancient AMD processors, or there isn't any SSD storage available yet.  Seems like a serious oversight, if one of the major reasons to have a local presence is to increase speeds...
