How do i set up the Second the VM to support my business ?

i have two the VM under the same virtual network so that keep the VIP not lost or change,

the first VM is major machine, my website 、database 、APIs ,etc are build on it .you know,if the first VM any have mistake in it ,it would be disastrous ! so , as i said the title : how do i set up the second VM to support my biz ? i hope that :

1、Even if the first VM down or do not use, my biz is working .

2、Copy the files from the first VM to the second VM ? or build the same environment ?
