Cannot start a stopped VM

Failed to start virtual machine

Failed to start the virtual machine '*******'. The operation '32b8ac508246174ca68ab781626b8745' failed: 'Unable to allocate the required address spaces for the deployment in a new or predefined subnet that is contained within the specified virtual network.'.

Steps I tried.

1) lower / higher vm teir and try to restart

results:

Unable to allocate the required address spaces for the deployment in a new or predefined subnet that is contained within the specified virtual network. The longrunning operation tracking ID was: f52d6b5f2fa710db9ad535ac4dbc5d4b.

2) Delete VM (retaining the HD) and tried to recreate it

This problem has prevent me from creating VM for a long time in the manage.windowazure.com portal. My work around is to create VM in the portal.azure.com which works. Now neither works!
