Failover on Application pool stop in IIS Server

I have configured two virtual machines with IIS and hosted a sample website in Windows Azure cloud environment. Now i need this site highly available(fail-over proof ) and scalable(able to maintain load)

Virtual machine configurations are (2 Standard A1(1core, 1.75GB RAM) and in the same region with the same cloud service)

We have deployed the website in both the Virtual machine's. Then we executed the fail over test. the results are as below. 1) Stop the IIS on sever 1 then result comes from the server 2 always and vice versa 2) Stop the website on server sever 1 then result comes from the server 2 always and vice versa 3) Stop the Application pool on server 1, then the responses comes from server 2 and also from server 1 with 503 error page. But our expected result is, it should always go to server 2 for response

I would like to know how to make this website available even any one Virtual machine "application pool stopped" the request should go to the other Virtual machine.
