delete endpoint/port, now can't re-add it - says it's in use, protocol conflict

Added an endpoint, then removed it.   Later, tried to add it back, but I get the message:

"The public port and the protocol conflict with a load-balanced endpoint on the current deployment."

Yet it is not there.   VM is not part of an availability group, rebooted, etc.    It's still in use somewhere but I can't find out where?  Even if I shut down the VM it still gives the same error.

Previously it was a random port, TCP, custom item.  It was working OK, but I needed to delete it, and now can't readd it back.  I could for UDP, but I need to add back TCP.
