Azure Virtual Machine network speed

I am just wondering if somebody know what bandwidth for azure VMs is.  There is no info at MS site, but it used to be:

Extra-Small = 5 Mbps
Small = 100 Mbps
Medium = 200 Mbps
Large = 400 Mbps 
Extra-Large = 800 Mbps

When I run a speed test at my small instance, I get the following results http://www.speedtest.net/my-result/3498543323

this is not 100 Mbps... Does MS guarantee any bandwidth at VM ?
