Azure location

Excuse me,

Hi, I need some help,
I have big problem about azure that I don't get solution until now. I've chosen  West Europe as a location and expected that it will be launch in Europe. When I started, I checked the IP address which was assigned and it was Redmond (US).  What did I do wrong?  How to launch a virtual server somewhere in Europe azure datacenters?

And also for the other problem. I've chosen West US or East US as a location and expected that it will be launch in US, then I started, I checked the IP address which was assigned and it was Brazil.

I try to contact the service support team and asking about this problem, but I didn't get the solution.

So, what should I do to clear this problem? I really hope your help.
