Failed to create image or disk - VMware vmdk converted to vhd uploaded to Azure

Hi

I've create a vhd from a vmdh file with this tool.

Then i create a new storage an azure and uploaded the vhd.

But i can't create an image or a disk.

Error

Failed to create disk vmconvert.

The VHD must be stored as a page blob.

But the vhd is an an blog storage with public full access.
