The password you provided is too common

I am getting "The password you provided is too common" on the first page of the Create a virtual machine wizard. I have tried all kinds of random passwords, for example the last one I tried was "t3Drs6bH59f5$wf62%". Surely this cannot be a common password? 

Is there a known issue with the Create a virtual machine wizard? Or the service that checks for common passwords?
