Scaling VM down to Basic instanc won't work

Hey guys

Just wanted to scale down my vm to a basic tier instance. Unfortunately i always get something like this:

The last thing is a litte piece of german just with a correlation id.

Can you help me? What can i do, how can i get more information on the error?

btw: another question i keep asking myself: i can only contact the MS Support for free if my question belongs to the billing. But is there no possibility to contact the MS Support in azure regarding stuff like this, which is obviously not my problem but rather a MS problem/bug!?
