Passive FTP not working

we have Serv-U FTP server on Server 2012 R2. The SSH works fine but the Passive FTP doesn't work.  The right Endpoints have been configured, but still doesn't work.  Locally the FTP works fine, but remotely it doesn't work.  Thanks for your help.
