Connecting to VM Public IP

Hi Everyone -  I created A Windows Server 2012 R2 Datacenter VM and I just wondering how can I use the Public IP Address.

Im planning to host my SQL Server in that VM, so I would like to connect from outside using that public IP address, however the IP is not accessible, either it is not ping-able.

Is there something wrong from my setup?
