One of my VMs starting but not accessible

I have 3 VMs. 2 Windows and 1 CentOS. All in same cloud service.

One of the Windows VM is starting but is not accessible. This machine is not even pingable from other machines within the same cloud service.

I tried following:

1. Resized the VM.
2. Deleted (by keeping the disk intact) and recreated the VM.

What could be the reason?
